would this mean that on say a axe would it increases the speed of the axe or just the speed of spells?

lvl/20 takes ur lvl, divides it by 20, and adds that number to your stats damage.

+speed just adds 7 speed to the number you have next to "Speed" in ur character stats. This applies to any type of attack.
